PaCMan is a group of passionate volunteers advocating to make Manitou Springs safer and more accessible for all modes of transportation no matter your age or ability.

PaCMan formed in response to concerns regarding the lack of a safe multi-modal route through town after the onset of multiple construction projects in early 2018. The major construction projects underway at the time included the Westside Avenue Action Plan impacting Manitou Ave and the eastern end of the Manitou’s Creek Walk Trail. El Paso Blvd was also closed for months due to CSU utility enhancements. See January 11, 2018 letter to the editor published in the Pikes Peak Bulletin.

Since inception, we have been involved in a diverse set of initiatives ranging from creating 3 self-guided tours for Manitou 2021-2022 (Mineral Springs Walking Tour, Historical Walking Tour, and Pollinator Walking Tour), advocating for the bicycle safety stop in Manitou Springs (adopted in October 2021) before it became state law, organizing and staffing crossing guards for the Manitou Elementary School Wichita lot drop off program 2022-2024, promoting the 2023 Manitou Springs E-Bike rebate program, building support for adopting a city-wide 20 mph speed limit, etc.

While PaCMan’s primary focus is on identifying improvements for nonmotorized transportation in Manitou Springs, we understand the importance of building partnerships and community. This includes not only working with other groups in Manitou Springs but also organizations across Colorado Springs and the Pikes Peak region.

PaCMan has been extremely fortunate to receive grants from the Manitou Springs Arts, Culture, and Heritage Initiative program supporting our work in the community.

As of 2026, Bicycle Colorado has become the fiscal sponsor for PaCMan. This arrangement allows PaCMan to offer 501(c)(3) tax exemptions for all donations and grants.
